Topic for paper: Affordable Care Act Research Paper As we will be exploring in the course, the federal government gets involved in addressing social, economic and political problems that are viewed as national problems in scope, such as the problem of insufficient health care insurance for which the Affordable Care Act of 2008 is supposed to be an answer. Additionally, the government action may involve different institutions for different problems. Sometimes the courts set policy; sometimes the Congress and the president in concert; sometimes just the president; and sometimes just an administrative agency of the federal bureaucracy, e.g., action by the Environmental Protection Agency. For the paper, pick a public problem that the federal government has attempted to address in the past half century.* Then, identify a law, a presidential directive or an agency regulation that was meant to address the problem. Once identified, your research then is to explore and explain the politics that led to the decision made. In all cases, this should involve a discussion of the various interest groups, classes and political actors involved in trying to influence the decision. In this examination, some discussion should address the sources of power that various actors bring to bear on the process. Additionally, the discussion should describe and explain how the decision making institution made its decision at the end of that political process. What factors led to the particular decision? Why were other possible options left out? Finally, what is your assessment of the process and the decision? Was it a reasonable process? Was the decision good public policy? Here, the line of argument asks for a normative or preferred policy. Do you approve or disapprove of the decision? Explain. The paper should lay out the logic of your observations and claims and should draw from class discussions and the reading as well as your own reflections and observations. Also, your analysis should include at least six additional articles related to the question at hand that can provide further argument to substantiate your analysis. Quotations can be used but should be used sparingly. Please use Chicago Citation Style for references in both endnotes and bibliography. The paper should be eight to ten pages in length.
